For people with disabilities, finding meaningful work hasn’t always been easy, but that’s beginning to change. In Maryland, nearly 41% of people with disabilities were employed in 2023, up 10% from 2016. 

Across the state, more people with disabilities are bringing their skills and perspectives to employers who recognize their value. Meanwhile, access to training and resources empowers them to find and keep jobs that match their interests and strengths.  

With the right support, people with disabilities don’t just succeed in the workplace—they thrive. Fello’s Workforce Development program provides the tools and guidance to make that possible.   

Removing Barriers to Resources  

For decades, Fello has provided employment services, often through our Day Services program. In 2019, we launched a dedicated program offering comprehensive support to empower people with disabilities to achieve their career goals. 

Today, more than 150 people participate in the program.  

“People often turn to Fello eager to work yet struggling to find employment services that meet their needs,” said Laura Degler, Assistant Director of Workforce Development at Fello. “The motivation is there. What’s missing is specialized support. That’s the gap Fello fills.”  

Our admission process is simple by design. The only eligibility requirement is that a person must receive support through the Maryland Developmental Disabilities Administration (DDA). Beyond that, we focus on understanding what brings someone to us and how we can support them.   

“When someone reaches out for employment services, we already know they’re committed to joining the workforce and living more independently,” said Lois Scudder, Workforce Development Manager at Fello. “That’s why we keep things simple. They’re ready to pursue their goals, and we’re ready to be there for them every step of the way.”  

Early conversations focus on why someone wants to work and what matters most to them: what inspires them, what they’re interested in, and what success looks like. Their answers shape a plan they’ll lead, with a team ready to encourage them throughout their journey. 

Person-Centered Professional Development  

Everyone who joins Fello’s Workforce Development program brings their own motivation. Some people are just starting to explore work and want to learn what it takes. Others are experienced professionals considering their next steps.  

Each person’s goals are captured in a person-centered plan (PCP), a living document that guides how we support them. Fello’s Workforce Development team advocates for each person, partnering with them to achieve the outcomes they’ve set. 

Through personalized coaching, one-on-one guidance, and training, our Workforce Development team is a steady, encouraging presence. 

“Finding a job is important, but it’s just one piece of the process. There’s a lot involved in making sure each person has what they need,” said Lois. “One way we support people is through travel training—installing Uber or Lyft on their phones and showing them how to order rides to and from work safely. If needed, we can even call a ride for them. Our goal is to do whatever we can to help them succeed.” 

Guidance is essential when starting a job search and becomes even more important once someone begins working. Ongoing support enables each person to navigate both the successes and challenges of employment. 

“One person we support struggled to keep jobs because receiving feedback was difficult for him. Now, when he feels he could use some guidance, he reaches out to his Employment Advisor for advice. With continued support, he’s held a job for six years—a milestone that once felt out of reach. That’s the kind of relationship our team builds,” said Laura. 

Person-centered support and access to resources create a strong foundation for workplace success. Real-world experience builds on that foundation, giving people opportunities to try new things, build skills, and grow their confidence.   

Empowerment Through Experience  

Fello proudly partners with employers across Maryland who recognize all that people with disabilities have to offer and are eager to welcome them onto their teams. 

These relationships connect people with quality jobs that promote independence and improve economic well-being.  

“One person we supported came to Fello determined to help his family through financial hardship. He was focused on finding employment,” said Laura. “Although finding the right role wasn’t easy, he never lost sight of his goal. Live! Casino & Hotel Maryland recognized his potential and offered him a position. Over the next five years, he built a stable career there. It was more than a job opportunity—it was a chance to support his family and move forward with confidence.” 

The right support meets people where they are, at any stage of life. Everyone deserves the chance to be part of the workforce, and having someone in their corner can make all the difference. 

Fello partners with Project SEARCH to offer a hands-on employment pathway for young people with disabilities transitioning from school to adult life. The program combines classroom instruction with internships, providing students the opportunity to build both technical and interpersonal skills so they graduate ready for their first job.  

“The program is truly special. Young adults often come in shy and unsure of themselves, and by the end, they’re working independently and serving as model employees. It’s inspiring to watch them grow, and it really eases the transition into adulthood,” said Laura.  

Many Project SEARCH graduates return as trainers to mentor students. That spirit of giving back continues throughout our Workforce Development program, where those who have benefited from the program often step up to support and encourage others. 

“The people we support in our Workforce Development program often tell us they want to share their experiences and the joys of working with people in our Day Services program,” said Laura. “Their encouragement can be transformative, motivating others to gain the confidence to earn their own money and embrace independence.”
